Contract employee arrested in jail and charged with felony child abuse

OKLAHOMA CITY (KFOR) – A contract prison employee was taken into custody, according to the Oklahoma County Detention Center (OCDC).

According to OCDC, the Jail Criminal Investigation Division assisted the Blaine County Internet Crimes Against Task Force in the arrest of Bradden Rowley. He is charged with promoting sexual conduct with a minor, lewd or indecent propositions or acts toward a child, violating the Oklahoma Computer Crimes Act – felony, and exposing obscene material or child pornography to a minor child.

“I think I made my position very clear. Criminal behavior has no place here,” said Brandi Garner, CEO of OCDC. “As a law enforcement agency, we hold everyone associated with this facility – whether contractors, employees, visitors or residents – to the highest standards. We are acting quickly and decisively, working with our law enforcement partners to ensure justice is served. There are no exceptions and no excuses – this is the standard we hold to and we will not back down.”

Officials say Rowley is a contract employee and not employed by OCDC. While working at the prison, he had no physical contact with residents.

The Oklahoma County Sheriff’s Office, OCDC Criminal Investigation Division and Blaine County were able to take Rowley into custody without incident.

“These investigations and arrests are the responsibility of Blaine County and their exceptional team,” Garner said. “When Sheriff David Daugherty came forward, our team acted immediately to facilitate the investigation and ensure the arrest was carried out quickly and safely. We also thank Sheriff Tommie Johnson for his help in bridging the liaison between our agencies. This is exactly why strong cooperation between authorities makes our communities safer.”

Joe M. Allbaugh, chairman of the OCDC Trust, added that the investigation uncovered “heinous and inexcusable” acts and that anyone associated with these crimes will be held accountable.
